Building tension into the surface of a dough so it holds its form and rises upward rather than spreading outward.
Shaping stretches the outer surface of a dough over itself and seals it, creating a taut skin under tension around a relaxed interior.
That skin is what makes a free-standing loaf possible. Without it, a proofed dough spreads under its own weight and the gas that should have lifted it upward pushes it sideways instead. The same dough shaped well and shaped badly produces a tall round loaf and a flat disc respectively, with no other difference between them.
The conflict is that building tension means handling the dough, and handling degasses it. Good shaping is the smallest number of decisive movements that produce a taut surface — not the most thorough working of the dough, which achieves tension by destroying the crumb it was protecting.
A rest between pre-shaping and final shaping exists to resolve this. Gluten relaxes over a few minutes, so a dough that resisted a moment ago can be shaped further without being fought.

How to tell it has worked

Why a well-shaped loaf still spreads
If shaping was good and the loaf spread anyway, the usual cause is over-proofing rather than technique. The gluten has been stretched past the point of recovery and the surface tension built during shaping has been consumed by the expansion that followed it.
The distinguishing sign is the poke test: an over-proofed dough does not spring back at all and often sighs. A badly shaped dough that is correctly proofed still springs back — it simply had no tension to begin with, and it spread from the moment it was set down rather than gradually.
