Shortcrust pastry
A pastry in which fat is dispersed through flour to interrupt gluten development, producing a crumbling rather than a flaking texture.

Shortcrust is the clearest demonstration of an inhibitory ingredient function on this site. Its entire texture is the result of preventing something.
Fat is rubbed or cut into flour so that it coats the particles and forms discrete pieces throughout. When water is added, gluten can only form where flour is not already coated with fat, so the network is short and discontinuous. That is where the name comes from, and it is why the baked pastry crumbles under a fork instead of pulling apart in sheets.
The two dominant faults follow directly. Overworking after the water is added develops the gluten it was designed not to have, giving a tough, leathery crust that also shrinks in the tin. Warm fat smears into the flour instead of staying as discrete pieces, which coats too thoroughly and gives a greasy, dense result.

Why it shrinks, and why resting helps
A shortcrust case that shrinks down the sides of a tin during baking has an over-developed and elastic gluten network that was stretched during rolling and contracted when heated.
Resting the pastry after rolling allows that stretched network to relax, which is why the instruction exists. Resting does not undo excessive gluten development — it only releases the tension in what is there. The actual fix is upstream: less working, colder fat, and enough water added at once rather than gradually worked in.

Gluten inhibition
THE defining requirement. Shortcrust is pastry with the gluten deliberately restrained by fat, and a version without that restraint is simply tough.
Structure building
Enough set to stand up as a case once baked, supplied by gelatinised starch and a limited amount of gluten.
Hydration
The small quantity of water is what makes shortcrust a pastry rather than a crumb, and getting it wrong in either direction is the classic shortcrust fault: too little and it will not come together, too much and it toughens. REPLACES A BINDING REQUIREMENT whose own note said the binder was water — with no explicit hydration requirement to state that in, it had been recorded in the wrong vocabulary, and it made a plain flour-butter-water shortcrust unreachable because nothing sold as a binder was present.
