Both outcomes matter. The coating limits gluten development when liquid is added, producing tenderness. The discrete pieces melt in the oven and leave gaps, which is why a scone splits in layers rather than crumbling uniformly.
Everything about the technique follows from keeping the fat cold. Warm fat smears rather than breaking, coating the flour too thoroughly and leaving no discrete pieces — which produces a greasy, dense result with neither tenderness nor layers.
