Puff pastry
Hundreds of alternating layers of dough and fat, lifted apart by steam — the same mechanism as a croissant without the fermentation.

Puff pastry is a laminated dough: a block of fat is enclosed in a plain dough and the whole is repeatedly rolled and folded, doubling the layers with each turn.
In the oven, water in the dough layers turns to steam and cannot escape past the fat layers, so it forces them apart. The result is the characteristic lift, which is entirely mechanical — there is no yeast and no chemical leavener in puff pastry.
Everything that goes wrong follows from the layers merging. If the fat is too warm it is absorbed into the dough instead of remaining a discrete sheet; if it is too cold it shatters and tears through. Chilling between turns is not caution but the mechanism, and it also lets the gluten relax so the pastry does not shrink back.
Rough puff reaches an approximation of the same structure by rubbing large pieces of fat into flour and folding, trading regularity for time.

Why puff pastry does not puff
The usual answer is that the layers were never really there. Fat that warmed and was absorbed into the dough leaves a rich shortcrust rather than a laminated one, and no oven temperature recovers it.
The second answer is the oven. Puff needs high heat to convert water to steam faster than it can escape; a moderate oven lets the moisture leave gradually and the pastry cooks without lifting. The third is sealing the edges — a cut edge that has been pressed together, or glazed over with egg wash, is a cut edge that cannot open.

Structure building
The dough layers have to be strong enough to be rolled thin repeatedly without tearing, and to contain steam long enough to be lifted by it.
Gas retention
Each dough layer holds the steam beneath the fat layer above it. A torn layer vents and that section does not rise.
Aeration
Water in the dough layers becoming steam. No yeast, no chemical leavener — the difference from a croissant is exactly the fermentation.
Hydration
Water is both what makes the dough and what lifts it. Puff is the clearest case of hydration doing structural and leavening work at once.
Gluten inhibition
The fat layers. They must stay discrete sheets rather than being absorbed, which is why the whole method is organised around temperature.

No pantry contains lamination. Puff pastry is defined by the process rather than by its four ingredients, which are the same as a shortcrust’s.
Things that go wrong
Laminated pastry shrinks for the same reason and more visibly, because it is rolled far more.
