A rich fruit cake carries more dried fruit by weight than batter. That inverts the usual problem: the question is not how to aerate a batter but how to get a small amount of batter to set around a very large, very heavy, very thirsty load.

THE FRUIT COMPETES FOR WATER. Dried fruit added straight to a batter takes water out of it, tightening the batter and drying the crumb around each piece. Soaking the fruit first — in tea, juice or spirit — removes the effect by satisfying it in advance, which is the real reason for a tradition usually explained by flavour alone.

THE BAKE IS LONG AND COOL BECAUSE OF PHYSICS, NOT TRADITION. A deep, dense mass conducts heat slowly; at ordinary cake temperatures the outside would be dark and dry long before the middle set. A low oven and several hours is what lets the centre reach setting temperature with the edges still edible, and lining the tin heavily is insulation for the same reason.

IT KEEPS BECAUSE IT IS DRY IN THE SENSE THAT MATTERS. Very high sugar concentration binds water so that little is available, which is the same mechanism preserving jam; where spirits are used they contribute as well. That is why a fruit cake is one of the few bakes that genuinely improves over weeks rather than declining, and why the tradition of feeding and maturing it exists.

Why the fruit sinks, and what actually stops it

Fruit sinks when the batter is thin enough to let it. A batter that is too slack, over-beaten after the flour went in, or over-leavened so that it expands and thins during baking will all let heavy pieces settle.

The familiar remedy of tossing fruit in flour works and is often over-credited: a floured surface increases friction against the batter, which slows settling in a batter that is already close to thick enough. It does nothing for a batter that is genuinely too thin.

The reliable levers are a firmer batter and smaller pieces. Halving large fruit reduces the weight each piece carries against the same surface area, which is the same principle from the other direction.
