Also called biscuit (US) — The American biscuit is a close relative — same method, usually savoury, usually without sugar — but not the same product.

A scone is made by rubbing solid fat into flour, adding liquid, bringing the mixture together with the minimum possible handling, and baking it hot.

It sits between shortcrust and cake in method and shares the failure mode of both: too much working develops gluten and produces something tough and flat rather than tender and risen. The fat pieces that survive rubbing melt during baking and leave gaps, which is why a well-made scone splits cleanly in layers rather than crumbling uniformly.

A hot oven matters more here than in most bakes. The chemical leavener releases much of its gas early, and an oven that is not already hot allows that gas to escape before the structure sets around it.

Twisting the cutter is a real fault

Pressing a cutter straight down and lifting it leaves a clean vertical edge. Twisting it seals and drags that edge, which physically obstructs the vertical rise and produces the characteristic lopsided scone.
