A brownie is defined by what it deliberately does not do. It is not aerated much, not leavened chemically in most formulations, and not baked until fully set in the centre.
The result sits between a cake and a set confection: high in fat and sugar relative to flour, with just enough egg and flour structure to be cut rather than spooned. The characteristic thin, papery top layer comes from sugar dissolved in the egg forming a meringue-like film on the surface during baking, which is why vigorous mixing of sugar and egg is a real technique here rather than a habit.
The fudgy-to-cakey axis that dominates discussion of brownies is mostly a ratio question: more flour and more egg move it toward cake, more fat and more sugar move it toward confection.

Why 'bake until a skewer comes out clean’ is wrong here
The clean-skewer test assumes the target is a fully set crumb. A brownie’s target is not.
Applied to a brownie, the test reliably produces the one fault it is meant to prevent: a dry, cakey result. The useful indicators are a set and slightly puffed edge, a centre that still shows a little movement when the tin is nudged, and a skewer that emerges with moist crumb rather than raw batter.
This is a good example of a general problem with inherited kitchen tests. They encode an assumption about the target that is invisible until it is applied to something with a different target.
