When the substitution genuinely does not matter
For a straightforward tin loaf eaten the day it is made, plain flour is fine. The crumb is slightly less open and the dough slightly less tolerant of a long rise, and neither is likely to be noticed.
The substitution starts to matter with high hydration, with long or cold fermentation, and with hearth loaves that must hold their own shape. Those are the cases where the extra strength is doing real work.
