Rice flour is the workhorse of gluten-free blends because it is cheap, neutral and almost entirely starch. That starch gelatinises and sets, which is genuinely useful; the low protein content means it contributes little structure of its own and nothing that behaves like gluten.

Its defining problem is particle size. Rice endosperm is hard, and milled rice flour is coarser than wheat flour unless it has been finely ground. Those particles hydrate slowly, and a batter used immediately after mixing still contains dry centres — which is exactly the sandy or gritty mouthfeel that people describe as the taste of gluten-free baking and which is really a hydration-time problem rather than a flavour one.

Brown rice flour behaves differently enough to be worth distinguishing: the bran raises the water it absorbs, deepens the colour and adds a definite flavour that survives baking.

What changes if it is left out

A blend loses its neutral bulk and its main source of setting starch. Whatever replaces it will bring more flavour, more colour or more water absorption, because almost every alternative does.

Why resting the batter helps

If the grittiness is unhydrated particle centres rather than the flour itself, then time fixes it — and it does. Leaving a rice-based batter to stand before baking lets water reach the middle of the particles, and the same formulation baked immediately and after a rest can differ noticeably in mouthfeel.

This is one of the few gluten-free interventions that costs nothing and changes something real. It is also why a very finely milled rice flour is worth more than its price difference suggests.
