Chia seed
Forms a mucilage gel in water that binds — and, like flax, supplies none of the aeration or coagulating protein an egg brings.

Chia seeds release a soluble-fibre mucilage when hydrated, forming a viscous gel that holds a mixture together. In egg-free baking this makes them a binder, and specifically a binder — the same scoped claim BakeHQ makes about ground flaxseed.
What the gel does is hold particles to one another and hold water. What it does not do is whip to a foam, or set on heating the way egg protein does. A batter relying on whisked egg for its lift will not rise with chia in place of the egg, and a custard relying on egg protein to set will not set.
The practical differences from flax are texture and appearance rather than function. Whole chia stays visibly seeded and gives a detectable texture; ground chia disperses. Chia’s gel is somewhat more viscous than flax’s at comparable hydration, and chia carries less of the nutty flavour flax brings — which matters in a pale bake and disappears in a chocolate one.

Where a difference is claimed between them it is usually about texture, flavour and appearance, and those are worth knowing and are not a difference in what the ingredient is for.
What changes if it is left out
Where chia was binding, ground flaxseed or a commercial egg replacer does the same job. Where the recipe actually needed the egg to aerate or to set, no gel of any kind replaces it, and the formulation has to change rather than the ingredient.
