Yeast vs baking powder
Both make carbon dioxide. One is an organism that also makes flavour and takes hours; the other is a chemical reaction that takes minutes and makes none.
The short answer
They are not substitutes for one another in any useful sense, even though both produce carbon dioxide. Yeast is a living organism that consumes sugars over hours and produces acids, alcohols and esters alongside the gas — which is where the flavour of bread comes from. Baking powder is a chemical reaction that is largely finished within minutes of wetting and in the first minutes of heat, and contributes no flavour beyond a faint tang. Substituting baking powder into a bread gives something that rises and tastes of nothing in particular; substituting yeast into a scone gives nothing at all in the time the scone is in the oven. The deeper point is that gas generation and gas retention are different jobs: neither of these holds gas, and a product needs something that does.
