Plain flour vs self-raising flour
Self-raising flour is plain flour with baking powder already in it. Everything that follows is about who controls the quantity.
The short answer
They are the same flour. Self-raising has a chemical leavener blended through it at a fixed rate, so a recipe using it has had its leavening decided at the mill. Plain flour leaves that decision to the recipe, which is why almost every formula that cares about the result specifies plain flour plus a stated quantity of baking powder. The substitution works in both directions and needs arithmetic in one of them.

The substitution, in both directions
Going from self-raising to plain is the easy direction: add a chemical leavener at roughly the rate the flour carried. The commonly quoted figures are around two teaspoons of baking powder per 150 g of flour, and they vary by source because manufacturers do not all use the same rate.
Going the other way is harder and worth avoiding. You cannot remove leavener from a flour, so a recipe calling for plain flour plus a small measured quantity — or none at all — cannot be made accurately with self-raising. In a shortcrust, a biscuit or a bread this matters a great deal.

Why self-raising exists at all
It is a convenience product from a period when chemical leaveners were new, expensive and inconsistently measured at home, and it survives because a scone or a plain sponge genuinely does not need the extra control.
Where the recipe is doing something specific with its leavening — a small quantity to soften rather than to raise, or none, or bicarbonate paired with a named acid — the fixed rate is in the way. That is the whole of the case for keeping plain flour and a tin of baking powder instead.
