Cake flour vs plain flour
A lower-protein, finer, sometimes chlorinated flour that makes a softer crumb — and a real difference in exactly the bakes that are built around not developing gluten.
The short answer
Cake flour is milled from softer wheat to a lower protein content and a finer particle size, and in some markets it is chlorinated as well. In a high-ratio cake — one carrying more sugar than flour — that combination genuinely matters, and a plain-flour substitute is noticeably tougher and less fine. In an ordinary creamed sponge the difference is small enough that the usual home substitution works.

Differences that do not matter
These are real distinctions that are unlikely to change your decision. They are listed so you can stop thinking about them rather than left out so the comparison looks decisive.
- Price and availability. Often a speciality item, and not sold at all in some countries. Universal.
The home substitute, and what it does and does not reproduce
The widely repeated fix is to replace a portion of plain flour with cornflour — commonly around two tablespoons in every cup, or roughly a tenth by weight.
What that reproduces is the LOW PROTEIN: diluting the flour with pure starch lowers the proportion of gluten-forming protein, which is the largest single difference. What it does not reproduce is the fine particle size or the chlorination, so a high-ratio American-style cake made this way is still not the same thing.
For a Victoria sponge or a standard creamed cake it is a good substitute. For a formula built around chlorinated flour’s ability to hold an unusual quantity of sugar and liquid, it is not.
Why chlorination is worth knowing about
Chlorine treatment lowers the flour’s pH and modifies its starch so that it gelatinises differently, which lets a batter carry more sugar and more liquid without collapsing. That is what makes the very sweet, very moist American high-ratio cake possible.
It is not permitted everywhere. Cake flour sold in some countries is untreated and behaves differently from the treated product a recipe may have been written for, which is one reason an American cake recipe can fail in a European kitchen for no visible reason.
